Web designer or web developer?
The titles overlap badly and plenty of people use both. Here is what the distinction actually means when you are buying.
Roughly: a designer decides what it looks like and how it works for the visitor. A developer builds the parts that need code. On small projects the same person does both, which is why the labels are confusing.
You need a designer if
- You want a brochure site, a landing page, or a small business site.
- The functionality is standard — pages, forms, a blog, a simple shop.
- Your main concern is how it looks and whether it converts visitors.
You need a developer if
- Users need accounts and log in to do something.
- You need custom calculations, dashboards, or business logic.
- Something has to connect to software with no ready-made integration.
You need both if
The project has real functionality and needs to look good. On larger builds these are genuinely different skills, and someone claiming to be excellent at both is worth probing.
What about a 'web design agency'?
Agencies employ both, plus project managers and often copywriters. You pay more for that overhead, and in exchange you get cover when someone is unavailable and a single point of contact.

01Can one person do both well?
For small to mid-size projects, often yes, and many freelancers genuinely do. The claim gets less plausible as complexity rises. Ask to see a live example of the type of work you need, specifically.
02Is a developer more expensive?
Usually, yes, particularly for back-end work. But a developer building a brochure site is often slower and more expensive than a designer doing the same job, because it is not what they are set up for.
03Who handles SEO?
Neither, by default. Basic technical groundwork should be included by anyone building a site. Ongoing SEO — content, keywords, links — is a separate discipline and usually a separate person.
